France’s Ban on Certain Imported Cherries: What It Reveals About Food Safety and Agricultural Policy

Food safety standards vary significantly around the world, and few issues illustrate these differences more clearly than the regulation of agricultural pesticides. One notable example is France’s decision to renew emergency restrictions on the import of fresh cherries from countries that continue to permit the use of the insecticide dimethoate, including imports from the United States at the time of the decision.

The measure sparked international debate because it highlighted two very different approaches to protecting public health. While some governments argue that restrictions should be based on conclusive scientific evidence of harm, others believe preventive action should be taken whenever there is credible concern that a substance may pose unacceptable risks.

Why Did France Restrict These Imports?

In 2019, French authorities reaffirmed emergency measures limiting the import of fresh cherries from countries where dimethoate remained authorized for use on cherry crops. Officials cited concerns that residues of the pesticide on imported fruit could exceed safety thresholds considered acceptable under French and European Union regulations.

Dimethoate had already been prohibited for use on cherry production within France and the European Union after regulators concluded that available evidence did not sufficiently demonstrate consumer safety under approved conditions. Allowing imported cherries produced with the same pesticide, officials argued, would undermine those domestic standards.

The decision was intended to ensure that imported fruit met the same level of consumer protection required of European growers.

Understanding Dimethoate

Dimethoate is an organophosphate insecticide that has been used for decades to protect crops from insects capable of causing significant agricultural losses. Farmers have relied on it because of its effectiveness against a wide variety of pests, particularly fruit flies and other insects that can damage cherries and other fruit crops.

Like many pesticides, however, dimethoate has been the subject of scientific evaluation regarding its potential effects on human health and the environment.

Depending on the level and duration of exposure, organophosphate insecticides can affect the nervous system. Regulatory agencies evaluate whether expected dietary exposure from food remains below established safety limits. Different authorities have reviewed the available evidence differently, leading to variations in national regulations.
